Hate to disapoint you, but Clinton never had the power Castro, Chavez or Mugabe have. The Office of US President is very clearly defined by the constitution, limiting the powers of its holder to only act in the interest of its citizen's security. Anything Clinton may have promised you in the past you should take up with him personally: his office never made him our "leader", nor did it gave him the authority to promise you anything beyond the money he earned himself.

The idea that the west is somehow causing the third world to be poor is nonsense. Before the west became rich everyone was poor(for 200.000 years), by the way poorer than most poor people today. If anything we are helping by exporting scientific progress to poor countries. I don't owe anyone anything, except maybe some advice: follow the lead of the US and the west. Individual rights and capitalism bring prosperity, religious fanaticism and socialism bring poverty.
